Oakland At-Large City Councilmember Rowena Brown was violently assaulted and robbed inside her own apartment in the early hours of July 19, 2026. The suspect, 38-year-old Ahshatae “Tae” Millhouse, was arrested in Livermore shortly after and now faces serious felony charges, including first-degree residential robbery, assault with force likely to produce great bodily injury, and false imprisonment.
But while the official press statements and mainstream news outlets were quick to label Millhouse a mere “acquaintance” down on her luck, a closer look at their history reveals a much deeper, politically intertwined relationship spanning several years.
The Crime: A Brutal Early-Morning Assault
According to court documents, the attack was severe. Millhouse was in Brown’s apartment during the early morning hours when Brown reportedly asked her to leave due to “escalating behavior”. As Millhouse headed for the door, she allegedly turned on the Councilmember—punching Brown twice and knocking her to the ground.
The violence didn’t stop there. Millhouse allegedly dragged Brown into the living room by her hair, drove a knee into her neck, and strangled her with both hands. Brown narrowly managed to escape her own apartment. Millhouse then reportedly fled the scene, stealing Brown’s purse and two cell phones.
The “Acquaintance” Spin
In the aftermath, Brown’s office released a statement claiming Millhouse was simply an “acquaintance” whom the Councilmember was helping through a difficult time. (Millhouse’s brother, Terrill, was tragically shot and killed in East Oakland in November 2025). Major news outlets parroted this narrative, painting a picture of a benevolent politician attacked by a struggling constituent she barely knew.
But the paper trail tells a completely different story. They were firmly entrenched in the same Oakland political circles, and their roots run deep.
The common denominator between the two women is former Oakland District Six Councilmember Loren Taylor. Between January 2019 and January 2023, Brown worked as a constituent liaison and staffer for Taylor. It was during this tenure that Brown and Millhouse first crossed paths. Photographic evidence places both women in the same orbit, with pictures of them alongside Taylor dating back to 2023—well before Brown even launched her own run for office.
Social media posts further prove that by August 2024, Millhouse—who runs a music therapy and mental health nonprofit—was actively campaigning for Brown. The relationship only grew stronger from there. Just months before the attack, in February 2026, Councilmember Brown officially appointed Millhouse to the city’s Cannabis Regulatory Commission.
